Mr. Picard was employed at General Dynamics Electric Boat Division where he worked his way up from draftsman to first vice president and then president of the Marine Draftsmen's Association-United Auto Workers Local 571. Finally, Mr. Picard ended his 32-year service for the company as senior project control analyst. For the next two years he was operations manager for Atlas Fence Co., of Branford, and for the last 10 years before his retirement, he served as general manager of Birk Manufacturing Co., in East Lyme.
